Congress Should Require Watermarks on AI-Generated Content

This brief reports the harm deepfakes have already done to the general public, to politicians and elections, and to children. Further, this brief recommends that Congress requires developers of generative AI to label (or watermark) the content their systems produce so people are able to reliably tell a deepfake from reality.
